Distributed generation is already shaping a new architecture for Ukrainian energy, and the practical challenges of its development were at the heart of a key panel at the VI Energy Law Conference, moderated by Olga Savchenko, Senior Partner at Altelaw&Sempra.
During the panel, speakers shared how this trend is unfolding in practice:
🔹 New wind generation projects are already underway across 15 regions of Ukraine, with a 700 MW “green” auction expected in the autumn. Experts emphasized that developing new generation capacity must go hand-in-hand with energy storage systems.
🔹 In the regions, an increasing number of businesses and communities are investing in their own energy resilience. However, executing these projects still calls for simplified interactions with grid operators and clearer connection rules.
🔹 Ahead of the heating season, special focus is placed on cogeneration and modular block boiler houses. Remaining challenges include regulatory inconsistencies, tariff-setting issues, and the need to establish a fully functioning heat market.
🔹 Certain regions are already setting successful examples of local energy autonomy, while the development of “energy islands” is viewed as a promising path to bolster overall system resilience.
Regional practice demonstrates that today’s key question is no longer whether distributed generation is necessary, but how to build conditions that allow its development to happen quickly, predictably, and cost-effectively.
