Forum “Energy Decentralisation: A New Stage of Transformation”

At the end of March, within the framework of the GREEN EXPO international exhibition of distributed generation and alternative energy, the forum “Energy Decentralisation: A New Stage of Transformation” was held. The event convened over 200 participants: representatives of government authorities, the business sector, local self-government, critical infrastructure, and the expert community.

The event demonstrated once again that the future of Ukraine’s energy system lies in decentralised solutions and harmonised rules of engagement among all market players.

It was of paramount importance for Altelaw&Sempra to contribute to this dialogue. Olga Savchenko, Senior Partner at Altelaw&Sempra, moderated the panel discussion “Local Energy That Works: Experience, Case Studies, and Innovations.” The session focused on models capable of immediate scaling: from captive power generation and microgrids to energy storage systems and contractual frameworks designed to mitigate regulatory and commercial risks.

“Law No. 4777 alters the rulebook for distributed generation. It introduces a more flexible approach to grid connection and enables the planning of projects based on guaranteed and non-guaranteed capacity. Efficiency and payback periods are now contingent not solely upon the technology, but on the correct model of grid connection and the facility’s operation within the network,” summarised Olga Savchenko, concluding the discussion.

We extend our gratitude to the organisers and participants for a highly professional discourse. Such platforms serve to synchronise state policy, investment decisions, and practical project implementation—precisely what the development of decentralised energy in Ukraine requires today.
