The partners of Altelaw&Sempra participated in the Confederation of Builders of Ukraine Business Day
On 18 March, the partners of Altelaw&Sempra participated in the Confederation of Builders of Ukraine Business Day, an event where the construction sector, public authorities, and international partners discussed practical solutions for the industry and the reconstruction of Ukraine.
In Block 1 of the event, the discussion focused on the workforce deficit within the construction sector: the shortage of blue-collar trades, the gap between educational programmes and market demands, and the necessity for personnel training models that involve employers and foster dual education. Olga Sydorchuk, Partner at Altelaw&Sempra, joined the panel and outlined the root causes of the issue:
“The personnel training system frequently fails to meet market demands, as educational programmes are formulated without sufficient employer involvement. Consequently, businesses receive specialists who require supplementary on-the-job training.”
Furthermore, acting as the Head of the CBU Committee on Legislative and Regulatory Activity, Olga Sydorchuk co-moderated Block 2 of the CBU Business Day. This panel explored transparent construction, the digitalisation of document workflows, and power generation—specifically, the regulatory novelties and financial models that are already influencing corporate decision-making.
Olga Savchenko, Senior Partner at Altelaw&Sempra, spoke on the development of power generation for self-consumption and the legal frameworks that enable the implementation of such projects under more adaptable conditions:
“Today, power generation is not solely about energy independence, but also about new investment opportunities for businesses. Thanks to novel economic models—such as the active consumer, the aggregator, or third-party involvement—companies can execute projects with fewer regulatory barriers and more flexible grid connection terms.”
The novelties introduced by Law No. 4777-IX were also highlighted separately: the mechanism for flexible grid connection, the determination of available (guaranteed and non-guaranteed) capacity, and the option for the customer to perform a portion of the connection works independently.
