The development of the Ukrainian energy market requires more than just recovery—it demands a transition to fundamentally new technological solutions. At Altelaw&Sempra, we deeply value the opportunity to be a part of this transformation.

Modern green generation (particularly wind farms) cannot scale up without Battery Energy Storage Systems (BESS). However, to attract private capital, the market needs clear, transparent, and predictable rules of the game rather than mere declarations.
Our joint project—“BESS Project Implementation Guide for Ukraine’s Power Sector Recovery and Modernization”—is being designed as a market-ready practical tool for both Ukrainian and international investors. Its goal is to bridge the gap between the theoretical framework and hands-on project development.
Key sections of the guide our team is currently working on:
- Regulatory Framework: A detailed analysis of legislation and the elimination of institutional “blind spots” for energy storage systems.
- Market Entry Algorithms: A step-by-step investor roadmap from concept to commissioning.
- Legal Architecture: Proven business models and partnership frameworks for market players.
- Empirical Experience: A pragmatic breakdown of the architecture of already implemented BESS projects.
- Commercial Block: Financial models, monetization options, and revenue forecasts for the electricity market.
The release of the bilingual guide (in Ukrainian and English) in both digital and print formats is scheduled for September 2026.
