Altelaw&Sempra represents the Confederation of Builders in court in the case regarding the Government Resolution No. 528

The construction community is focused on a legal dispute regarding the experimental project of the Cabinet of Ministers (Resolution No. 528), which gave construction clients the right to choose where to receive administrative services: in DIAM or in the local DABK body.

For years, companies in the industry have reported difficulties with passing permitting procedures and frequent refusals at the local level, and with Resolution No. 528 they received an alternative. Currently, the DABK of the city of Kyiv is challenging this resolution in court, while the term of the experiment has not yet ended.

On June 17, the first preparatory court hearing took place, and the Confederation of Builders of Ukraine joined the case as a third party on the side of the defendant. After all, in cases that directly affect the operating rules of the entire industry, not only the position of the authorities should be heard, but also the voice of the professional community: clients, developers, contractors, and other participants who go through permitting and registration procedures every day.
