Procurement Starting 01.09.2026: Key Changes

The Government has updated public procurement rules (Cabinet of Ministers Resolution No. 957), with most changes regarding energy and construction taking effect on September 1, 2026.

Key points to consider:

• Localization Exceptions: Starting July 16, a temporary exemption from localization requirements applies to key energy equipment (generators, transformers, turbines, etc.). This window of opportunity remains open until December 31, 2026.
• Intent to Enter into a Direct Contract: Contracting authorities are now required to publish advance notices of their intent to enter into a contract without open tenders, along with a justification. Potential suppliers now have the opportunity to submit their proposals and challenge procedures in case of violations.
• New Thresholds and Transparency Requirements: Specific monetary thresholds for procurement have changed, and requirements for publishing acts and cost estimation documentation in construction have been tightened.
