ALTELAW took part in the discussion of the mechanism of implementation of the GP.
On March 21, 2024, within the framework of the Ukraine Energy Initiative, ALTELAW Senior Partner Olga Savchenko was engaged in an online discussion organized by the UN Global Compact in Ukraine and ExPro. The topic of the discussion was Guarantees of Origin as a tool for financing the green transition and the state of implementation of the system in Ukraine. Representatives of the NEURC, the State Agency on Energy Efficiency and Energy Saving, Market Operator JSC, Guaranteed Buyer SE, DTEK Renewables, KNESS, and others joined the discussion. In total, the event brought together about 300 attendees.
During the discussion, the speakers presented the results of their work and highlighted future opportunities for the registration, issuance, circulation, and redemption of guarantees of origin of electricity from RES in Ukraine. The NEURC noted that the PPA mechanism has been developed in keeping with European standards, and free trade in Ukrainian guarantees requires their recognition in Europe and the world, joining the AIB Association (which will take about a year), and the development of the domain protocol.
The introduction of guarantees of origin for biomethane was also considered. According to the updates provided by Law No. 3220, the Guarantees of Origin will now be issued not only for biomethane supplied to the gas network but for liquefied biomethane as well. For this reason, the process of finalizing the procedure for the functioning of the biomethane register is in progress.
As for the software of the GHG implementation mechanism, it is planned that both business entities and consumers will be able to participate in the GHG trading platform (which is being developed by the market operator). Trading will take place in standardized products, and the results of trading will form standardized indices.
Olga Savchenko reviewed the procedure for producers in CMU Resolution No. 227 during her speech:
- registration in the register of generating facilities and the register of the GCS
- issuance of the GS 21 days after the end of electricity production;
- transfer and repayment of the GS.
To conclude, Altelaw expressed a positive assessment of the procedure for issuing, circulating, and redeeming the PSUs and considers the harmonization of legislation and the start of preparation of bilateral agreements on the recognition of PSUs as an important next step.
According to the results of discussion it was established White paper , that will be presented as a “roadmap” for the development of green energy in Ukraine.
