Altelaw&Sempra Among the Co-Authors of Ukraine’s Anti-Corruption Strategy for 2026–2030

The National Agency on Corruption Prevention (NACP) has concluded its two-year work on the draft Anti-Corruption Strategy of Ukraine for 2026–2030 and, on 2 April 2026, submitted it to the Cabinet of Ministers for consideration. A total of 138 experts from 25 academic institutions, think tanks, and non-governmental organisations contributed to the document, and Altelaw&Sempra became one of the select few law firms engaged in this large-scale process.

What is the Anti-Corruption Strategy for 2026–2030? 

The document constitutes an international legal commitment for Ukraine and is directly linked to the implementation of the European Commission’s recommendations, the requirements of the Ukraine Facility programme, and the Rule of Law Roadmap. Its objective is to substantially reduce the level of corruption in Ukraine, consolidate the principles of democracy and the rule of law, and facilitate Ukraine’s accession to the EU and NATO.

The Strategy encompasses the 16 sectors most affected by corruption, including construction and infrastructure, reconstruction, energy, public procurement, the land sector, healthcare, and education. Overall, the document is directed towards resolving 146 identified issues through the achievement of 444 strategic outcomes.

Altelaw & Sempra’s Role in Drafting the Strategy 

The firm joined the cohort of co-authors behind the 26 comprehensive analytical studies that formed the foundation of the Strategy. The team’s involvement spanned two key practice areas: energy, alongside construction and infrastructure.

Within the energy sector, Senior Partner Olga Savchenko contributed to the analysis of corruption risks in the industry, the development of approaches to market reform, and the formulation of anti-corruption mechanisms that comply with EU standards. This contribution represents a continuation of the team’s systemic work in the realm of the green transition, energy market reform, and Ukraine’s integration into the European energy space.

Within the construction and infrastructure sector—specifically concerning matters of state architectural and construction control, the acquisition of rights to execute construction works, and the commissioning of facilities—Partner Olga Sydorchuk acted as an expert on the regulatory and legal framework of the industry, bringing her extensive experience as a specialist who systematically works on legislative initiatives for the construction and reconstruction sectors.

The NACP notes that the draft is the product of collaborative efforts among state authorities, international partners, and leading think tanks, with 100% of the European Commission’s recommendations having been incorporated into the final version of the document.
