Green Light for RES: Government Increases Support Quotas to 1 GW for 2026

Great news for the Ukrainian renewable energy market! The Cabinet of Ministers of Ukraine has revised the support parameters for new RES projects for 2026 (amending Resolution No. 298-r) and significantly increased the annual quota volumes.

Now, through a transparent auction mechanism, the state is ready to support up to 1 GW of new green generation.

How this Gigawatt is Distributed (Quota Structure):

  • Wind in Priority: 700 MW — for wind power projects (WPP).
  • Technological Trend: 100 MW — for solar generation, but exclusively combined with energy storage systems (ESS).
  • Pure Solar: 50 MW — for classic solar generation (SPP).
  • Bio- and Hydroenergy: 150 MW — for other types of RES (biogas, biomass, small hydro).

An important insight from Altelaw & Sempra: A separate 100 MW slice of the pie for SPP + Storage is a clear signal to the market. The state is changing the rules of the game. Now, the focus is not just on “capacity build-up,” but on flexibility and the ability of new facilities to balance the power grid. The world is getting smarter, and so are our grids.

How the Support Will Work

Forget about the old “green tariff” (Feed-in Tariff). Support will be provided through a modern market premium mechanism (Feed-in Premium). As an investor, you sell electricity directly on the market, and the state compensates the difference between the market price and the rate you won at the auction. Everything is fair, transparent, and aligned with European standards.

What This Means for Investors and Developers

  • More Opportunities: The volume of state support has become truly large-scale.
  • Transparent Rules of the Game: The auction mechanism eliminates corruption risks—the best price proposal wins.
  • Predictability: Having clear numbers allows for planning major, long-term investments.
  • Incentive for Innovation: Projects with energy storage systems (Storage) get a real financial perspective.

Time is Short: When Are the Auctions?

The government has already approved the updated schedule: “green” auctions are planned for September-October 2026.

Sounds like a long way off? In reality, you need to act today. Project preparation from scratch to full Ready to Build (RTB) status takes time.

What developers should do right now:

  1. Conduct a readiness audit of land plots.
  2. Verify and update grid connection technical specifications (TS) and permits.
  3. Calculate the financial model according to the auction requirements.

Conclusion

Increasing the quota to 1 GW is a great and systemic step by the state towards investors. Competitive and heated auctions lie ahead.

The Altelaw & Sempra team is ready to help you navigate this path: from the legal audit of the site to full support during auction participation. Let’s develop Ukraine’s energy independence together! Leave a request for a consultation.
