Last week, the Ministry for Communities, Territories and Infrastructure Development of Ukraine held a public discussion on the concept of a draft law on financing the development of digital systems in the construction sector. Olga Sydorchuk, Partner at Altelaw & Sempra, Head of the Committee on Regulatory and Legislative Activities of the Confederation of Builders of Ukraine participated in the discussion.

“The draft law provides for the creation of a sustainable funding model for the industry’s key digital tools—the Unified State Electronic System in the Construction Sector (USESCS), the Register of Addresses, the Register of Buildings and Structures, the Register of Urban Planning Documentation, and other services. They are already making construction processes transparent and efficient, but they require guaranteed support,” notes Olga Sydorchuk.

The funding model proposes an administrative fee for certain services for businesses (contractors, developers, companies), while conditions for citizens and government bodies remain unchanged. A portion of the proceeds will be directed to local budgets, which is consistent with European practice.

We support this initiative, as digital tools have proven their effectiveness: they accelerate decision-making, reduce corruption risks, and simplify the work of all market participants.
