Olga Savchenko Spoke at the “Energy Recovery: Strengthening Ukraine’s Energy Sector” Conference at ReBuild Ukraine.
On 14 November, at the ReBuild Ukraine forum, Olga Savchenko, Senior Partner at Altelaw&Sempra and Head of the Legal Committee of the Ukrainian Wind Energy Association (UWEA), addressed the conference session “Energy Recovery: Strengthening Ukraine’s Energy Sector,” dedicated to the development of renewable energy projects.
This dialogue transcended the standard panel format; it addressed how legal mechanisms can tangibly accelerate the deployment of “green” generation capacity in a nation navigating the most severe energy challenges in its history.
Ms Savchenko focused her intervention on the pivotal aspects of the legal landscape for wind projects:
– Decentralisation as an instrument for enhancing resilience;
– The existing legal framework that facilitates the expedited launch of new wind assets;
– Mechanisms accelerating implementation — from the streamlining of permitting procedures to the incentivisation of private capital.
Concurrently, significant attention was devoted to the role of industrial parks in production localisation, the challenges surrounding the deployment of Energy Storage Systems (ESS), project finance, and strategic support for Ukraine from international partners.
“When a country endures a crisis, it becomes patently clear who is truly upholding the system. Our energy workers, engineers, and businesses are the individuals ensuring the lights stay on daily. And we, as the legal community, stand alongside them to demonstrate to the world who Ukrainians truly are — professionals, partners, and people of integrity,” emphasized Olga Savchenko.
