Procedure for the Implementation of the Experimental Project on the creation of the electronic State Register of Immovable Monuments of Ukraine

On January 28, 2026, the Cabinet of Ministers of Ukraine (CMU) adopted Resolution No. 93, approving the Procedure for the Implementation of the Experimental Project on the creation of the electronic State Register of Immovable Monuments of Ukraine.

This is an experimental project establishing a unified electronic inventory system—the “State Register of Immovable Monuments of Ukraine.” Its primary objective is to transition the inventory of monuments from paper format to a modern digital database and to introduce a transparent, secure, and integrated cultural heritage management system.

What does the Registry cover?
Inventory of immovable cultural heritage objects (national and local levels), newly discovered objects, World Heritage sites, and their buffer zones;
Historic areas, reserves, and protected territories;
Protection zones of monuments;
Functionality to define, search, and visualize the location of objects in digital format;
Electronic interaction with other state systems (geospatial data, cadastres, etc.).

Who manages the project?
Coordinator: Ministry of Culture of Ukraine.
Participants:
•Ministry of Culture;
•Council of Ministers of the Autonomous Republic of Crimea;
•Regional, Kyiv, and Sevastopol City State Administrations (Military Administrations);
•Ukrainian State Institute of Cultural Heritage.
These bodies are obligated to enter information about monuments into the Register throughout the project’s implementation period.

Key Technical Integration:
The Register will be integrated via the “Trembita” system with a range of state e-resources: USESCS (Construction), the Urban Planning Cadastre, the State Land Cadastre, the Address Register, the State Register of Real Property Rights (DRRP), and others (including the Register of Damaged/Destroyed Property).
Technical capabilities will include “map visualization” of object locations and their associated zones/regimes of use, as well as search-by-coordinates functionality.
