Throughout February 2026, electricity market participants have been receiving information requests regarding the balancing market and the ancillary services market.

The Antimonopoly Committee of Ukraine (AMCU) is surveying participants on key aspects of the market’s functioning, specifically regarding:

• The impact of price caps on electricity bought and sold on the balancing market on competition within the balancing services market; the procedure by which participants form prices and offer volumes;
• The presence or absence of competition among market participants;
• Potential cases of violations of the legislation on the protection of economic competition.

The intensification of regulatory oversight by the AMCU requires market participants to establish a clear legal position, both when responding to the regulator’s requests and when assessing their own operations’ compliance with antitrust law requirements.
