NEURC is preparing ‘flexible connection’ to the power grid

In July 2026, the NEURC (National Energy and Utilities Regulatory Commission) submitted a draft package of regulatory acts on flexible connection to the electrical grid for public consultation. The package includes amendments to the Transmission System Code, the Distribution System Code, the Methodology for Determining Connection Fees, the Methodological Recommendations for the Connection Monitoring System, and the Commercial Metering Code of the Electricity Market, pursuant to Law No. 4777-IX.

Impact: Flexible connection allows for the connection of generation or consumption capacity subject to potential power curtailment during peak load hours. This enables the connection of projects previously rejected due to depleted grid capacity—primarily solar (SPP) and wind power plants (WPP), as well as energy storage systems (ESS). The package also separates a user’s allowed capacity into off-take capacity and injection capacity, grants ESS operators the right to install generating facilities, and expands the mechanism for joint connection (cable pooling).

Important for ESS Projects: Amendments to paragraph 4.13 of the Distribution System Code specify that off-take capacity for energy storage systems cannot be increased under the simplified procedure (via an Estimate). In practice, expanding ESS off-take capacity will require the standard connection procedure—a factor to consider when planning storage projects. The regulator expects the new procedure to take effect on September 1, 2026.
